Indeed, this is the ONLY bill that Legislators are required to pass each year. Unlike the federal budget, the state budget \u2013 formally known as the General Appropriations Act (GAA) \u2013 must be balanced<\/p>\n<p>While it may seem like all the of the budget development works occurs during the Legislative Session, this is actually a year-round project that involves several steps.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" width=\"1373\" height=\"780\" class=\" img-fluid aligncenter wp-image-181 size-full\" src=\"https:\/\/www.ucf.edu\/leadership\/government-community-relations\/wp-content\/uploads\/sites\/6\/2022\/07\/Budget-Cycle.png\" alt=\"State process for the General Appropriations Act\" srcset=\"https:\/\/www.ucf.edu\/leadership\/government-community-relations\/wp-content\/uploads\/sites\/6\/2022\/07\/Budget-Cycle.png 1373w, https:\/\/www.ucf.edu\/leadership\/government-community-relations\/wp-content\/uploads\/sites\/6\/2022\/07\/Budget-Cycle-300x170.png 300w, https:\/\/www.ucf.edu\/leadership\/government-community-relations\/wp-content\/uploads\/sites\/6\/2022\/07\/Budget-Cycle-1024x582.png 1024w, https:\/\/www.ucf.edu\/leadership\/government-community-relations\/wp-content\/uploads\/sites\/6\/2022\/07\/Budget-Cycle-768x436.png 768w\" sizes=\"auto, (max-width: 1373px) 100vw, 1373px\" \/><\/p>\n<p>&nbsp;<\/p>\n<div id=\"ruMcy17rwPuLZcbq\">\n<div id=\"yBF37ohMgDdZy4dv\">\n<div id=\"jcfBq04qAEudIFPM\">\n<h4 id=\"bD2UCABJT1hNXLqc\"><span id=\"jAYgnjZdpPiCPPbd\">Agency Instructions<\/span><\/h4>\n<\/div>\n<\/div>\n<\/div>\n<div id=\"koWTxH0FKnrCx7Hw\">\n<div id=\"rdtj8vlFpWD5jzo6\">\n<div id=\"ovac5TqafEyeoGv1\">\n<ul>\n<li><span id=\"Rpey7lD5holXCvwZ\">In July of each year, the governor and legislative leadership provide written instructions to state agencies to develop their budget requests. These guidelines may request that some or all state agencies submit budget requests reflecting a specific budget reduction percentage.<\/span><\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<div id=\"eCb98fPX5IEjFUTt\">\n<div id=\"DOzbdvzgWUerwxvO\">\n<div id=\"bwkNnOCAIPm7IWWM\">\n<h4 id=\"wlbyEwTI54pFrGea\"><span id=\"PStskyUapp4Te8s6\">Revenue Projections<\/span><\/h4>\n<\/div>\n<\/div>\n<\/div>\n<div id=\"VOXBzGpTUFtDB7le\">\n<div id=\"jI2Dk9csi1241jW3\">\n<div id=\"hYkyV9zfoMvh4XMz\">\n<ul id=\"n1K9u3s556xpoIJD\">\n<li id=\"FdZZJzmTJPr0AWYB\"><span id=\"YxB0h8EoP3QRTqp4\">In August and September, a Long-Range Financial Outlook (LRFO) Report must be developed that compares projections of state revenue with the cost of major programs in the annual budget. State law dictates that the report provide a three-year picture of Florida&#8217;s fiscal strategy. Much of the work to develop the report is carried out by the Office of Economic and Demographic Research (EDR).<\/span><\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<div id=\"bVxxS4EA5lpYSfKK\">\n<div id=\"nE0JnEY5sC8KKUpM\">\n<div id=\"ftkSbRzUaJbVDFyy\">\n<h4 id=\"xVFC5u5PGjFvBz22\"><span id=\"KCvGEGgZ1QwPyPxb\">Budget Requests<\/span><\/h4>\n<\/div>\n<\/div>\n<\/div>\n<div id=\"toRqSUHYg7Zqjyu0\">\n<div id=\"PfyEvVZTVqiqiP56\">\n<div id=\"WDmCcNl9mqVeIfFV\">\n<ul id=\"OVUbI0PrkBETWDcS\">\n<li id=\"QZusYTodJ9wKvnRl\"><span id=\"hwhIr7AHal1gkxni\">During October through January, state agencies and the judicial branch use the Long-Range Financial Outlook to shape their annual Legislative Budget Requests (LBRs) that provide a breakdown of the amount of money each agency needs to perform the functions authorized and required by law. LBRs are due from each agency by October 15 of each year.<\/span><\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<div id=\"RNCazT40vYYkcvEA\">\n<div id=\"BqIDFcyZboYfHpzY\">\n<div id=\"MeMfCSd8NcdiFhzu\">\n<h4 id=\"dxroFnoPI8EmZsKH\"><span id=\"OALWyJHnA9sibRUo\">Governor&#8217;s Budget Recommendation<\/span><\/h4>\n<\/div>\n<\/div>\n<\/div>\n<div id=\"zCgM4VT0rxOC1G1w\">\n<div id=\"tNR9IG0k2rxZqLwV\">\n<div id=\"GNfLeBuIQhM6RdKa\">\n<div id=\"MjwJDYf4ABjU7Vou\">\n<ul id=\"SFUvbjQmom0x6i2b\">\n<li id=\"Rb7SzlNW7cInGLkp\"><span id=\"OzmFdzB7HqcF5j3m\">The governor uses the LBRs to make a budget recommendation. State law requires the governor to submit the budget recommendation at least 30 days before the beginning of the legislative session. In accordance with Article III, Section 3 of the Florida Constitution, the legislative session convenes on the first Tuesday after the first Monday in March of each odd-numbered year, and on the second Tuesday after the first Monday in January of each even-numbered year. As a result, in even-numbered years, the governor\u2019s budget recommendation must be released no later than December and, in odd-numbered years, no later than February.<\/span><\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div id=\"xm6LIGAFTfU7hM6f\">\n<div id=\"YIF7rvr9R79R62be\">\n<div id=\"jPBu7rk6Sf4xtPwm\">\n<div id=\"YDMjlriZ4hE7IkiT\">\n<h4 id=\"Qy083s9a1in1qxKZ\"><span id=\"dmZzyfl8s7W40eOP\">Legislature Passes the General Appropriations Act (GAA)<\/span><\/h4>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n<div id=\"r2SL2iPeEhpz32Pg\">\n<div id=\"uSSHQiOs0YbYkSct\">\n<div id=\"xFvje7dZjABJFBfm\">\n<ul id=\"zN0whKU0qa63xkjj\">\n<li id=\"xCRyY6JfQDeDpAiX\"><span id=\"Sj3UUDmgLHuU4mo5\">The Florida House and Senate craft what will become the state&#8217;s budget during the legislative session. Using revised figures provided by a conference of state economists and information gathered during appropriations committee meetings, the House and Senate each pass their version of a state budget bill. Next, legislative leadership decides how much funding each subject area &#8212; such as education \u2013 will be allocated. Once allocations are announced, the budget conference negotiations between the House and Senate begin until they reach final agreement. The final negotiated budget bill is called the General Appropriations Act.<\/span><\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<div id=\"TGfMaVa0BX6wWhhM\">\n<div id=\"ihD8yxchNZpOOZin\">\n<div id=\"vZI2e6r3jhnkhAx6\">\n<h4 id=\"XFsD8NBUA6ndNGaV\"><span id=\"Hl3q579DrPHgyHxo\">Governor\u2019s Line Item Veto Actions and Signature<\/span><\/h4>\n<\/div>\n<\/div>\n<\/div>\n<div id=\"z57jGmN2tty0TCGD\">\n<div id=\"iDcGUMneuAUp7tjR\">\n<div id=\"e3MI56AncyKbbfpN\">\n<ul id=\"pEg9OaY2xdrffYUa\">\n<li id=\"UaQoeSHiIh85Ifnf\"><span id=\"fNA5pRzEMESHTg70\">After the legislative session adjourns, the budget is delivered to the governor for review and approval. The governor has 15 days from the date he\/she received the budget to sign the budget bill and exercise line-item vetoes, which work to cancel specific funding allocations.
