Provost\u2019s Update on the Budget<\/h3>\n

As we all know, the past year has been\u00a0difficult for UCF and all state universities. State-mandated budget\u00a0reductions have impacted every aspect of how we teach students,\u00a0conduct research, and operate our university. During these difficult\u00a0times, UCF’s faculty and staff members have made tremendous efforts\u00a0to maintain our level of excellence, and, clearly, our students are\u00a0better off for your sacrifices and contributions. This update is\u00a0designed to provide an overview of what has happened in the past,\u00a0where our university stands now, and what difficult financial\u00a0decisions we face in the immediate future.<\/p>\n

Recent Budget Reductions
\n<\/strong>
\nAs I have mentioned in previous\u00a0Provost’s Updates,<\/em> UCF has been proactive in responding to\u00a0the ongoing budget reductions that have accompanied Florida’s\u00a0economic downturn. We have tracked shortfalls in state revenues and
\nclosely monitored the quarterly budget transfers we receive from the\u00a0state, allowing us to anticipate state-mandated budget cuts and\u00a0respond quickly.<\/p>\n

This fiscally conservative approach has\u00a0afforded colleges and divisions time and flexibility to respond to\u00a0state-imposed budget reductions. As a result, the impacts of budget\u00a0cuts on UCF\u2014particularly with regard to personnel\u2014may not have been\u00a0obvious to those outside the university.<\/p>\n

While some universities have been forced\u00a0to lay off faculty and staff members, UCF has dealt with personnel
\nreductions through attrition. We have experienced a\u00a0significant\u2014albeit silent\u2014reduction in force. State-mandated budget\u00a0cuts have eliminated funding for 73 faculty positions and more than\u00a0two dozen A&P and USPS positions. Beyond these positions that\u00a0have been lost to budget cuts, an additional 68 faculty positions\u00a0and 141 staff positions remain unfilled.<\/p>\n

Between July 1, 2007, and June 30, 2008,\u00a0$33.1 million was removed from academic and administrative unit
\nbudgets in anticipation of budget cuts. During that same period\u00a0state-mandated budget cuts totaled $28.2 million, leaving $4.9\u00a0million to apply toward future budget cuts.<\/p>\n\n\n\n\n\n

\nUpdate for July 1
\n<\/strong>
\nUnfortunately, the forces that\u00a0contributed to these budget cuts and personnel losses are still at\u00a0work. On June 12, the state notified agencies of a one percent per\u00a0quarter reduction in state funds, starting July 1. Maintained over
\nthe fiscal year, this will result in a 4 percent reduction that will\u00a0drain $10.9 million from UCF’s 2008-09 budget.<\/p>\n

Because of our conservative approach to\u00a0spending, we have $4.9 million set aside to address reductions for\u00a0this fiscal year. That still leaves $6 million the university must\u00a0cut, with the distinct possibility that our budget will be reduced\u00a0again if the economy continues to decline.<\/p>\n\n\n\n\n\n

To cover this shortfall and continue\u00a0our fiscally conservative approach, college and division budget\u00a0allocations for this fiscal year are being reduced by a total of\u00a0$11.4 million, effective July 1. The resulting funds will be used to\u00a0cover the $6 million shortfall and create a $5.4 million reserve\u00a0fund that will be used to manage additional budget cuts of up to 2\u00a0percent during this fiscal year and beyond.<\/p>\n\n\n\n\n\n

Including this most recent budget\u00a0reduction, UCF has incurred an almost $40 million decrease in state\u00a0support since July 1, 2007. This reduction represents 13.5 percent\u00a0of the general revenue and lottery funds included in the original\u00a0fiscal year 2007-08 budget. In fact, colleges and divisions will\u00a0start fiscal year 2008-09 with budget allocations comparable to\u00a0those they received in fiscal year 2006-07.<\/p>\n

While our state funding has decreased,\u00a0student demand has not. Throughout the years, UCF has become an\u00a0institution of choice, as recently evidenced by the more than 26,000\u00a0first-time-in-college applications we received for summer and fall.\u00a0While the demand to enroll is high, our diminishing state funding is\u00a0making it increasingly difficult to serve all those who wish to\u00a0enroll.<\/p>\n

Protecting Our Future
\n<\/strong>
\nThough our proactive budget\u00a0cuts have helped us avoid the personnel reductions faced by fellow\u00a0state universities, we must face the fact that revenue projections\u00a0and long-range economic forecasts hold little hope for economic
\nrecovery until some time in 2010. We are now forced to take steps to\u00a0adequately support those programs and activities that are most\u00a0crucial to the success of our students and university. Regrettably,\u00a0those steps will likely involve the elimination of some academic and\u00a0administrative programs and activities.<\/p>\n

We believe that college deans and\u00a0division vice presidents are the best judges of their programs and\u00a0activities. Making these decisions is never easy. However, each\u00a0college and division will be allowed to keep 70 percent of the funds\u00a0made available through the elimination of programs or activities.<\/p>\n

Thirty percent of the funds resulting\u00a0from such eliminations will be used to support university-wide\u00a0initiatives that are crucial to student success. Examples include,\u00a0but are not limited to, course availability in areas of very high
\nstudent demand and library acquisitions and hours of operation.<\/p>\n

Deans and vice presidents will discuss\u00a0with me those programs and activities they believe should be\u00a0considered for elimination. Each proposal for elimination will be\u00a0thoroughly and seriously considered and must take into account:<\/p>\n

    \n
  • the impact on student credit hour production<\/li>\n
  • the impact on currently enrolled students and the way that
    \nimpact will be addressed<\/li>\n
  • the resulting reduction in personnel and the way the reduction
    \nwill be handled<\/li>\n<\/ul>\n

    I also will expect descriptions of how\u00a0the funds made available because of eliminations will be used to\u00a0strengthen our instructional and research efforts. Viable proposals\u00a0will be discussed with President Hitt and, with his approval, shared\u00a0with the Board of Trustees.<\/p>\n

    We hope to have recommendations made and\u00a0decisions approved this fall.<\/p>\n

    The talented and dedicated people who\u00a0work at UCF are our greatest asset, and we have done all we can to\u00a0protect those who have helped the university achieve its many\u00a0successes. I regret that economic circumstances are forcing these\u00a0difficult decisions, but I want to thank you all for striving to\u00a0maintain the high quality expected of UCF despite these trying\u00a0times.<\/p>\n
