The Florida Senate and House have reached an agreement on joint allocations and announced that the Budget Conference will officially begin on Tuesday, June 3, 2025.
Both Senate President Ben Albritton and House Speaker Daniel Perez released memos outlining the conference schedule. All conference meetings will be held with a one-hour notice.
The Legislature is expected to vote on the conference reports for the General Appropriations Act (GAA), the implementing bill, and conforming bills on Monday, June 16, 2025, followed by adjournment sine die.
When budget negotiations were initially suspended, the House and Senate held differing positions on several key funding issues affecting the State University System and UCF-specific priorities. A summary of those differences can be viewed in this comparison chart.

The State Budget Process
The Florida Constitution requires the Florida Legislature to develop and pass a balanced state budget each year. While it may seem like all of the budget development work occurs during the Legislative Session, this is actually a year-round project that involves several steps.
State Legislative Budget Request Process
All requests for state project funding should be approved by the appropriate Dean and submitted to the Provost. Projects recommended by the University President are then submitted to the UCF Board of Trustees for approval before being submitted to the Board of Governors or through the House and Senate submission processes, which require an Attestation Form signed by the University President
